When making a Routine

When your making a routine for your workout should you choose 2 exercises for each muscle then about 3 sets of 8-12 reps depending on what you want.

So if im doing a day where im excerising 2 muscles I would have like 4 exercises to do that day. So a total of 12 sets.

I dont know where i got this from its just been in the back of my mind.
