Umm... no. I've also been reading Burn the Fat, Feed the Muscle, but I don't know where you're getting your information. In his book, Venuto says that 9 - 12% body fat is for competition ("ripped") and this is not a year-round measurement.
Quoting him, "With few exceptions, most women who try to maintain their body fat levels at or below 10-13% can have problems with estrogen production, their menstral cycles and reproductive systems become disrupted and bone density may decrease, putting them at higher risk of osteoporosis as they grow older."
