What should my goals be?

I am trying to gain a bit of muscle whilst losing the slight pouch I have sitting around my lower belly.

Should I be trying to shed the belly first, then get the muscles, or get the muscles, then start cutting ?

I have been bulking for a few weeks now and have gained quite a bit of strength, but have noticed since I lowered my cardio levels, I am putting a bit more on the pouch.
