what am i doing wrong!?

im 19 and 164cm and 56-57 kgs.

ive been going to the gym 4-5 times a week doing

15 mins on bike (7kms)
15 mins on rowing (3kms)
20 mins cross trainer (3.5km)
then:
10 reps, 3 sets on 23-30kg for upper body machines
10 reps, 3 sets on 50kg for leg press
10 reps, 3 sets on 23-30kg for leg curl and extension

i eat 2 oranges for breakfast or a bowl of ceral or a muesli bar.
i snack on apples during the day
and usually a muesli bar too.
for dinner i will usually have whatever, not takeaway though.
Probs have 2 lettuce carrot and cheese sandwiches for dinner twice a week.

I really want to get down to 54kg but my weight seems to have plateaued and is very sensitive to change.

Is all the fruit perhaps adding lots of kilojoules?
Am i not training enough or hard enough?
