What aerobic exercise would fit me?

Hi everybody, this is my first post :)
I'm quite in a stump here. Genetically I'm thin but managed to gain enough weight to be 150 pds, I'm 5'9 so a little more and I'll get the optimum weight. Problem is my lower body, specifically the thighs, gets bigger faster than my upper body coz of my genetics. Anyway, I'd like to know which aerobic exercise would do more work for my thighs than the other muscles. Other than that, I'd want to know which would be better for me to do for my morning rounds. Cycling or running? Again I'd like to work out my thighs more.

From running track for seven years I can tell you that you'll get some really funky legs if you just run. I was headed down the "holy crap -- look at her calves, they look like bricks" road (which isn't a pretty road when you crave a pair of dainty, cutesy, feminine legs) when I got a little advice. I started bicycling, jumping rope and swimming, on top of a whole slew of exercises that worked my legs in a side-to-side motion (like scissors) rather than only a front-to-back. What toned me up more quickly than anything, however, was simple leg lifts. (Lie flat on your back, head straight up, hands palms-down under each butt cheeck, ankles together. Lift your legs to one inch above the floor. Then drop them half an inch and lift them back up, repeating until you're about to die. Gently lower your feet to the floor, rest for about 20 seconds, and repeat process two more times.)
