Weight gain in the arms

Ever since I got pregnant my arms grew bigger. I did not gain much weight during my pregnancy and whatever I had gained was gone within the first 6 months. I am not very good about exercising and with a full-time job and a child it is quite hard to go regularly to the gym. I am probably about 4-5 lbs over my pre-pregnancy weight and am not bothered by it. I know that if I manage to go to the gym 4-5 times a week it will be gone very quickly. We eat really well and healthy, almost exclusively home-made food so weight gain has not been a problem. However, my arms have not gone back to what they were before. I would not say they are flabby, certainly not muscular, but definitely bigger than before, especially on the shoulders. I notice this on my clothes. Is this going to go away? Is it fat? Is it hormonal? Can I do something about it? Weights?
I weigh 119 lbs and am 5 ft 5' tall. Almost 34 :action:. Any suggestions about this would be helpful. Thanks.
