weight distrabution problems

so i decided to gain some weight
so i did the eating method and eventually i reached the desired weight i wanted of 200
However my weight did not distribute the way i desired
my upper body received all the weight while my arms and lower legs had a raw deal
i decided to lift weights and nothing has changed (almost an entire year)

what should i do to make my body proportioned
lose the weight, keep lifting, or what?

any help would be appreciated.

was that weight fat? You can't determine where fat is deposited, but you can determine where muscle is. What is your routine? your diet?
