Are you on drugs?? thats insaine.

If you have too much salt, and dont drink enough water you body stores water in your body. Like a camel, your body doesnt know when it will next get a drink so its keeps hold of some water in case of emergancy.

However if you drink lots of water then you will assure that you body has more than it needs and so there is no reason for any to be stored.

So yes, drinking more water reduces water retention. But no, you cant sweat out retained water.

Also it doesnt work if you just guzzle tones of water in one go, a small glass of water at the strike of every waking hour plus extra for the 1st few hours of the day is fine. Dont worry about how many trip to the bathroom you'll be making cos your bladder will get stronger.
