Neither will build a whole lot of strength unless you are horribly weak and out of shape. Both will help with endurance though. For the bike, what I do to avoid boredom is get dvds of the tour de france, pop them in the tv and peddle along with the racers. I increase resistance when the 'real' riders are climbing hills.
I row all the time and rowing is a great way to help cardio and aerobic and anaerobic endurance. You could try intervals, which is periods of high intensity followed by rest periods. You could also do a variety of long-period rows for endurance.
