Trying to get toned and muscular arms like "Madona"

I have been working out for a few years and I am desperately trying to get toned and muscular arms, I can't seem to get well defined deltoids. I am 5'4" and weigh 110 lbs. Can someone please tell me what the best way is to get toned and muscular arms?
 
Have you tried yoga..."Power Yoga" in particular. I don't know if you have such classes where you are. There are dvds/video out there. But of course be mindful to be careful. I like Rodney Yee series. But there are other Power yoga instructors for home study. Also lots of other forms of yoga too. The thing is that you will be working alot with your own arms, natural body weight and movement. Power Yoga moves swifter than most so that adds to the intensity/vigourousness. A lot too has to do with physique and age. But see what happens with the yoga..if you haven't already tried it that is.
