The right time to do HIIT

I know a while ago there was a huge debate about when to do HIIT, but I don't know where. So... should I do this on days when I'm not lifting, days when I lift, right after I lift? And did we decide fasted cardio is bad?
 
Do HIIT on your days OFF lifting for best results.

Your lifting will make it impossible to perform HIIT at your peak which is necessary.
