Skin tighter......

I have just started working out. I go to the gym and work the whole upper body and i run for my loser body. I have fat in my cheeks and loose skin around my whole body, but not super loose but you can grab a handfull. If i keep working out will the loose skin go way and will the fat in my face go away to? I am 17 197lb and 26.4% bf.
 
i've heard that skin will tighten up over time after the weight is loss. :)
