Size / Definition delimma

Hi guys :) I know it is nearly impossible to decrease body fat while pursuing muscle gain. I've also heard people say use more reps + lighter weight to sculp muscle definition, and some say definition is just a result of lower body fat.
My questions is : 1. Is it possible to get bulkier and more cut at the same time? (by "cut" i mean the bumps n trenches on triceps, the popeye-like mount on biceps...etc.)
I've notice some ppl with BIG muscles but have little or no definition at all or little definition when they flex their muscles, while some have relatively few muscle mass but "ripped" looks. I seriously hope the answer is not genetics...

2. If it is possible to get bigger and show "cuts", is it done through alternating low rep/ heavier weight (say 6-10 reps), and high rep ( i understand it as 15+ reps) ??

Thank for all your replies.

To the first statement - yes, it's about having low body fat.

Your first question - it depends on how "bulky" you want to get. If you want normal gains, you can probably eat a cutting diet and still get some size while getting definition.

As always, genetics is a factor in everything.
