Well, there is several factors that makes that question a bit harder to answer for you personally. There is height, current weight, health, etc.
But on a generic base, yes to the second part cause think of it. 300-400 calories from that is 800-900 calories to work on a day? too low. 1300 WITH the 300-400 already tacked on (eating 1600-1800 calories) is better. But there are other factors..
