Should I Cut Or Should I Bulk?

ok so i'm 5'3/5'4 i weight around 120 and according to a test in my p.e. class i have 17% body fat. i weighed 140lbs and i started running until i reached 120lbs the problem is that i became skinny fat, i still have belly fat. my goal is to get to 10% body fat so i can see my six pack and then start building muscle. i have read a lot and some articles say i should bulk and then cut and others say i should cut and then bulk. i'm indecisive and i want to know which one should i do and how to do it. i heard that when you are around 17% is harder to lose fat oh and how much should i eat in other to do either one. when i lost weight i used to not eat anything until dinner and i did cardio(just running) 6 days a week. what i was doing until now was

Monday, Wednesday, Friday | weight training | eated a small protein meal at 2:20 and then big meal of protein at dinner.
Tuesday, Thursday | hiit or intense cardio at home | didnt eat anything until dinner.
