Question about a weight loss challenge

Hi guys I have a question on a challenge between two people. They have placed a weight loss bet (not a good idea, I know), and we are trying to figure out who has the advantage here. The bet is to be the first to lose 30 lbs.

Person A

Height 5"10" weight 213
Has worked out on and off in the past couple years, but has not dieted or lost weight.

Person B
Height 6'0" weight 274
Two months ago he was 295 and has been working out and dieting in that time frame.

I know there are other factors, but given this information alone, who do you think would have the advantage if any?
 
The guy with more excess fat will have the bigger advantage. It would be fairer if it was measured by percentage lost, like they do it on the biggest loser. This way they are on a more equal footing.
 
the guy dieting and exercising will have more of a advantage. ans as JTM said, the guy with more excess fat can burn it quicker!
