Pls help again!! Lower belly fat problems

Ok so I am 112 lbs at the moment and 5'2 I used to be around 153 maybe 4-5 months ago But to the question: Im very frustrated and confused because I cant seem to lose any lower stomach fat, in my upper stomach like where my chest is has lost weight and my ribs are even visible when I suck in now but the lower half-nothing!!!! I have like 3 fat rolls when I sit down and even standing up it's so unflattering i literally lost weight everywhere execpt the one place I wanted to.
Now before anyone says exercise and diet
I am on a very strict diet I always eat healthy no snacks I get my servings of vegetables and protein usally and I burn 200-500 calories a day walking.
The reason I'm confused is because the lowest healthy BMI for my height is 102 lbs under that is considered underweight
But I still have a lot of fat on me and espeically my stomach area I'm only 10 pounds away from 102 and I don't think that's possible that my stomach is gonna disseapear just from losing 10 more
Or is it true that belly fat is just the last to go and when I lose my last 10 pounds of weight it will finally go away?
Because I feel like it weighs a lot more then just 10 pounds
I just don't know what to do if anyone knows the reason please let me know
 
Do you know what your current bodyfat % is ? BMI is a terrible measure for individuals.

Is your only exercise walking ?

I suspect that you are what is often referred to as "Skinny Fat" your weight is good but you lack the underlying muscle to achieve the appearance your looking for. This will require some body re-composition to fix.

No I don't know my body fat % how would I be able to find out? Do I need to go to a doctor
And yes mostly walking I use an elliptical 3-4 days a week but nothing else rlly
That does make sense tho wat ur saying about the skinny fat
How I would be able to achieve that though and re composition my body bc I did used to do lot of ab exercises and because my stomach isn't flat there's no difference because they only make muscle under but don't burn fat rlly at least this is wat I've been told and I have read but I'm not any expert so lol

You are correct in that your ab exercises will not "burn" your belly fat. You need to be working on strength training to build muscle. Building muscle size is important to boost your metabolism. Building muscle requires a calorie surplus and a good training plan. This extra muscle will increase your weight but will take up less space than the equivalent weight in fat. With the extra muscle you will then find it easier to lose the last of your excess fat.
