Please help with Workout

I am male, 5' 10", 225 lbs and 33 yrs. old. I am build stocky by nature, so my legs are in good shape. I have an 17 1/2" neck and my upper body looks like I work out, but I seldom do. I have always been athletic, so a good workout routine is what I need.

I have just moved into an apartment complex in CA that has a treadmill, eliptical, and a weights set. The only way I can describe the weight set is that it's the kind that you put the pin in for the weight that you want. Pretty simple.

I am looking to get back into shape by concentrating on upper body only (chest and I'm trying to get a flat stomach). Besides cardio, what exercises should I do, and what reps. The amount of weight I can lift now would be a total guess. Any help would be appreciated!
 
I know that abs are made in the kitchen, but which exercises would help in the gym? I have bee staying away from bread as much as possible. I think the treadmill is a good way to work ab muscles.
