Are you sure you're burning 700 cals on the treadmill? How long are you on there and what's your exertion level? Note that the numbers on the machine are usually way off.

In order to lose weight, you must be in a caloric deficit. To know if you are in a deficit, you need to know how many calories you need to maintain your weight and reduce from there.
Do that and you'll lose weight.
