Need help for chest fat

Hi I'm a male 16 years old. I sit around 14% body fat percentage.
I don't know whether to focus on losing weight to flatten my chest, or to weight train to tone it.
 
You can't spot reduce fat. You need to watch your calories to lose weight, up your resistance to build muscle.

Muscle sits below fat, drop the fat to show the muscles. One cannot turn into another, build your muscles without dropping the fat you'll just look bigger, you need to lose fat overall as you cannot get rid of fat in one area alone- it goes from where your body choses to take it from.
