Losing weight in abdominal area

I want to get toned abs. However I have some fat there and was wondering if I can burn the fat by going straight into the Abs exercises. Or do I have to lose the fat I have there first, get a flat stomach and then start to tone them.
 
1) One cannot "spot reduce". The only way to reduce abdominal fat is to reduce body fat.

2) You can begin work on strengthening your abs at any time, which is was you want to do (the word "toning" is a bit of a misnomer).
