Losing weight for beach season

I'm a 15 years old male and I've been going to the gym for 10 months now, and my starting weight was 165. The first 3 months I ran 3 miles every other day and then worked on my lower abs. After 3 months of doing that I was at 155. 7 months after that I'm back to 165.

I'm asian so I eat rice with every meal and everything my mom cooks only goes with rice. I started eating Special K for the last month and now I'm at 162. Once I started going to the gym I started drinking less soda and juice and started drinking more water. Should I continue with the Special K?

My target weight is 135. What is the most effective cardio workout for my age? Almost every other day I run 3 miles and work on my lower abs and butt. Is there a better more efficient cardio plan that I can do to lose my weight and increase my metabolism?

I figured that my fat is mostly in my butt/thigh area.
