In short - no.

You can't spot reduce. If you lose fat, you'll lose it all over your body, wherever your body decides to take it from first.

You can only tone/build muscle in specific areas of your choosing but when it comes to losing fat, it comes off all over your body. For example: Contrary to popular belief, you wont lose fat in your belly or get rid of a "pooch" because of doing crunches or sit ups.
 
Just out of curiosity...how much sleep are you getting a night? (On average) I've seen numerous studies where a lack of sleep causes fat to be retained around the mid-section.

Could you link one of those studies please? Reliable, established sources only of course. I would really like to see THAT connection.
 
Here is one study. No mention of specific targeting when it comes to fat. We all store fat in different places, all genetics.
