Just not feeling the burn

Hi I'm sam and I'm fairly new to this I've been traning with weights for some time now and Just yesterday I found out about the whole diet thing, and that you have to do 8 - 12 reps in a set (for each arm right?) inorder to increase your strength and that the training weight sould be around 80% of your 1RM and that after 8 - 12 reps your muscles are suposed to temporarilly fail (am I right?).

As my alias explains I'm preety skinny and so I've been doing these reps with 12kg dumbells and my arm muscles "temporarally fail" and everything I wait for a minute and do it again, and again, and again, and again.... but at the end of it all my arms don't feel tired AT ALL whats going on with me?

I used to do a couple of sets of 100 reps with 9.5kg dumbells each day and by the end my arms would get that nice burning feeling, but with what I've been doing I'm just not feeling the burn!!!

aren't my arms supposed to be tired or something?
Sould I just do more sets or arn't I supposed to feel a burn?

I can't put more weight on the dumbells because then I just can't lift it!

8-12 is for gaining SIZE not so much strenght. The general rule for strenght gaining is that you have to lift with 80% or more intensity. You might be able to do 12 reps at maximum intensity but others might not.. i know i can do 8 reps with 80% intensity. If you are new to working out its likley that you can reach higher reps with 80% intensity than people who have been working out for a long time.
you are skinny.. and you want to get bigger, but also stronger? am i correct? in that case you need to work at atleast 80% intensity and with a high volume.. 25-40 (30-40)? not quite sure about thatone.
You could do a 5x5 routine, ive been doing that and i gained strenght and weight (im skinny aswell) but more importaint is that you eat alot! you need to get carbs ;) and get a routine with squats and deadlifts.. they will make you gain strenght and size;)

As for you not feeling the burn, im not quite sure what that could be.. i guess when you do 100 reps you get a different burn than if you do 8 reps.. after 100 reps you probobly get that acid thing (not sure what it is in english) in your muscles, which you dont get as much with lower reps;)

im not sure what equip you got.. squats and deadlifts can be hard to do without getting to a gym. but you could find stuff around your house to lift i guess.
