Sometimes you can tweak your plan til the cows come home, and if you have hormonal problems, or other metabolic issues, you may simply not see the weight loss you work so hard to achieve until these issues are somehow resolved. Let's at least recognize that dieting/calorie counting and exercise does NOT always work for everyone (though it clearly does work for the majority of people).

But we both know that's not what I'm talking about here. Most people don't have hormonal problems. Most people don't have metabolic issues. In fact, it's a very rare instance where someone actually has a true medical condition lending itself to lack of weight loss.
Yet, the majority of people will choose to throw their hands up in the air in frustration before they try 'tweaking' their plan. One, hell, even 10 attempts is not good enough sometimes. I've experienced this myself personally.
I'm not talking about someone who has been at this for years and is having trouble. I'm talking about someone who has been at this for months and is having trouble.

There's an enormous difference.
Caloric control always works. It's outside influences that can and do get in the way in rare instances.
Outside influences can = a lot of things. Psychology, biology, etc.
For instance, someone can have medical issues with their thyroid output. A caloric deficit will still lead to weight loss. It's reaching that deficit that would be a problem without severe restriction or medication.
A caloric deficit always works though. And again, I can't stress enough how rare an instance the above example is.
Put it this way. I've dealt with a lot of people in my lifetime, relatively speaking, with regards to establishing weight loss plans. The ratio of times where there's a bona fide physiological/biological issue going on hindering weight loss compared to the times where there's a poor plan in place favors the applicability and context of my statements above enough for me to stand by them.
This is like me saying, "Airplanes are safe to fly in." And you say, "No, there were 10 crashes last year."
