Is this workout regimen incorrect/correct?

I'm 5'8" with a stocky build and weigh in at around 190 with 24% fat. I'm a little over weight and in my prime I weighed 167 with 13% body fat. I'm almost fully recovered from a motorcycle injury and am planning on improving my overall fitness. My target weight is 174 lbs with 12% body fat.

My goals are as follows: Improve cardio, increase muscle mass, tone and definition and to improve my energy levels and endurance.

I eat healthy: 30 percent fat, 30 percent carbs, and 40 percent protein broken down into 5 small meals per day.

I am starting to do cardio 5 times a week for 30 min.

I will be doing weight training 3x's a week for 30 min (no sittting around). My views on weight training is that I will lift up to my own weight for my larger mucsle groups, and lift 1/2 my desired weight for my 'smaller' muscle groups. Once I reach those weight limits, I will increase the number of sets and reps as my ultimate goals are to become more toned and not bulk up.

Does any of this make sense? I kind of made up some of this myself and would be more than open to anyone's opinions or rebuttals.

Two things needed to be 'toned':muscle mass and low body fat. Push those weights, brutha. Your not going to become Arnold over night unless you are using steroids and have perfect genetics, so if you actually do ever start to get too big, then you can think about using lighter weights.
