inner thighs and abs

I'm trying to lose inches on my inner thighs and abs. If i'm building muscle in my abs, is there the potential that my stomach will bulge out more because the muscle is over the fat? and the same with my legs. If I do lunges and squats and other leg exercise, will my thighs get bigger? (I'm a 20 yr old female, 120 lbs, 5'2"). also, any suggestions/exercises for how to lose inches on my inner and outer thighs? i do run/elliptical for about 30-40 min 4-5 times a week. thanks!!
 
If you do some searches on this forum, there's about ninety hundred posts that explain that VERY few people can both lose fat and build muscle at the same time. You have to do one or the other. You can't build muscle while burning up fat, you have to eat more calories than you are burning to build muscle. So with that in mind, you're not going to be building muscle in the first place if you're dieting, much less to the point where your shape is changing due to the size of them.
