In Need Of Advice

Those are 2 pictures of the front of my upper body. Based on those pics I was wondering if anyone could help me with which body parts I need to focus on building and whether or not I should be bulking or cutting. Be brutally honest if you need to, thanks.

You need more muscle mass, bulk! Work all muscles equally with heavy compound movements:
squat
deadlift
bench press
bent row/pullup
military press
curl
tricep extension
leg raises/situps
 
Ok cool, perfect that's what I thought just wanted a couple other opinions. I've been doing full body workouts for about a month or so now so I'll just keep it up... I been doing squats, bent over bb rows, romanian deadlifts, bench press, lat pull down, military press 3 sets of each with 10, 8, 6 reps. My goal would be to do this 3x a week and hopefully that'll be the optimal way of putting on some muscle mass, of course eating plenty of protein and clean calories at the same time.
 
Quick question... will that excess fat go away after I build some more muscle and start cutting? It's been there my whole life I can't seem to get rid of it.
 
Yeah, the whole point to cutting is to get rid of the fat, and building more muscle will help you burn more calories and make it easier to do this.

Plus after you widen out, your appearance will improve dramatically. It happened with me, I had some excess fat around my waist which looked like love handles, but after widening out, the visual effect of that was reduced.
