i need help to tone up

hey, my names jake n im new to the forums.

i want to tone up and get nice abs and all that kinda thing lol

im 17 i weigh 70 kg (154 pounds) and im 181cm (5.9') i have been doing a bit of HIIT and some light weights and eating less calories but im not sure if this is the way to go, should i be losing the last few layers of fat or trying to gain muscle? or can i do both at the same time?, i only have access to dumbbells, no barbell and a simple home gym type thing.

i would be really greatful for any help.

Can't be too much fat on you right now? Post some pics if you can.

I'm 5'6" and weigh about the same as you/a little more
