How to strenghten lower body when have knee pain

I am 19 and have been suffering with regular knee and ankle pain since I was 12. I can not find any exercises to tone/strengthen my thighs, quads, calves, or butt that does not hurt my knees and/or ankles. I'm talking ANYTHING... no exercises for them are painless for me. Any suggestions for exercises that you know that might not cause me pain will be helpful.
 
It seems as though, with your condition, all heavy lifting should be avoided, which is a bummer since great exercises such as squats, lunges, deadlifts, and cleans, can't be safely executed. Have you tried cycling under resistance? It builds up your lower body quite well and tones your thighs, glutes, and calves.

Get it checked out, there could be pills you could take, or even surgery if it was needed.

How about a tredmill at low intensity? That puts little strain on your joints, and will work out your legs.
 
Ask your doctor about exercises you can do to rehabilitate your knees and ankles. They'll probably involve resistance bands at first. That's what I have to do with my right shoulder, I've dislocated it a few times and I spend about a or more off of regular exercise to get the shoulder back. I'll usually still workout, but do a lot of different lifts that won't bother the shoulder.
