Calories depend on your activity, how big you are, etc. 2800 is not that bad for someone of your build, usually people come telling us they eat like 1600.
Are you gaining weight? If you are not, you are not eating at a calorie surplus, which is what i guess you want to do to gain some muscle. If so, then increase the ammount of cals.

my hight is 6ft 2in and weight 13.5st
I have been doing weights for the past five years hoping to get bigger biceps but they dont seem to be getting any bigger:(

what is your workout like? if you havent got results, id recommend you read this:

and, if you want to grow, you should eat so you gain weight, doesnt have to be huge ammounts of weight gain, because then most will be fat.

Hammer Curl 3 sets x 10 reps 10kg
concentration curl as above
Dumbell curl " "

Barbell curl same reps 20kg
upright rows " " "
Bent over rows " " "

DB Kickback " " 18kg
Tricep press 3 sets x 6 reps 30

Sometimes I have tried starting off with 10 reps increasing the weight x 2kg each time until i cant do anymore

i'd say you need more food to bulk up...like 3,000 as a starting point.

also your training sucks.

If you want big arms, do heavy freeweights for the back and chest/shoulders...pull ups, rows, bench press, deadlifts.

2 reasons:
1. arm muscles are small and need way less direct training than most people realize
2. you're gonna look like an idiot with big arms and weak chest and no back development

even worse, you'll be prone to all sorts of injuries because your chest and back will be disproportionally weak compared to arm strength.

TRAIN THE WHOLE BODY with compound exercises 90% of the time, and just one or two isolation exercises as the 'icing on the cake'.

That workout is just one example of what I do I usually do my workout every other day including:-
deltoid raises
overhead press
deadlift
squats
leg ext. & curls
lunges
bench press
flyes
etc.
