How effective is the treadmill in slow speed?

When I use the treadmill I jack it up so I have a nice slope. With a slope I can only go about 1.4 or 1.5. My husband says I am doing the march of the dead and I am not getting anywhere on losing the huge flab of my stomach and thighs. Is walking slow on the treadmill with a slope effective at all?
 
The important thing is intensity. Take your resting heart rate (RHR) in the morning and jot it down. Your predicted max heart rate (MHR) is 220 - your age. Use this formula to calculate your target heart rate (THR), it is called the Karvonen formula:

(MHR - RHR) x desired % + RHR = THR

Calculate this for 60% and for 80%...it will give you two target heart rate values. If you maintain your heart rate within this range, you are doing just fine. If walking on a incline at 1.4 or 1.5 gets you in your THR zone, then that is just fine.

i can't honestly say which is better ... running flat on a treadmill or walking uphill ... given that your heart-rate is the same doing both.

uphill:
- works more muscle groups (or at least harder) = muscle burns fat

running:
- for the majority, can be sustained longer

solution: do both :)
