how effective is body pump

I am 5' 3" and weigh 110 lbs, I have lost about 15 lbs recently. I definitely want to tone up in my thigh and butt area....lots of cellulite and a bit of sagging skin. I just started taking a spin class 2 x a week each class is 60 mins. and body pump class (les Mills strength training class) 3 x a week, also 60 mins. each. Will this be enough for me to lose the cellulite in my problem areas and tone my butt and thighs?
 
Provided you maintain muscle mass, yes. If you lose muscle mass, then you'll just end up being skinny fat, still the same bf % because you've lost an equal or near equal amount of muscle as well as fat.

Personally, I'd like to see you do weights at least 2x/week (HGM, first phase, beginner is good for this) and reduce your cardio to 2-3x/wk.
