How do I make a good plan to lose weight properly?

I have a problem. For a few months now I am definitely not satisfied with how I look and I am getting really frustrated because I can't seem to build a good food program. Whatever I created so far gets negative opinions from the guys on the internet that I ask. So I decided why don't I ask for a good way to build one instead. I am talking about the whole thing - eating well and doing good and proper exercises. First of all I am not really fat. I just have some bad looking fat stacked around the middle of my body (belly and hips mostly). Let me tell you a bit for myself, I am a guy and I am 18 years old. I weight 73 kg. (161 lbs.) and I am 180 cm.( 5'11 ) tall. My body is far from good looking. I have strong legs and I am a fast runner which is why I mostly like exercising by jogging/running etc. My arms are not strong at all and they look thin. I would give you measures if I knew they would help and if I knew how to take them. I am not some some dreamer wanting abs and all. I just want that fat gone. The means don't really matter. So long story short - How to build a diet plan that is good enough to make me lose weight but NOT muscle. That's going to make me look even worse. And how do I make good training plan to fit that plan perfectly.

Thank you for your time and I am sorry if I am the next beginner who whines in the forum but I really need help. I know it's not pleasant to deal with a complete beginner but please bear with me.

Unfortunately the weight loss thread has attracted a lot of spam about supplements, but the initial stuff by Goldfish and some others are good.

Diet is mainly about balance. Once you have this set properly you adjust the amount across the board to lose, gain or maintain weight. Good balance is high complex carbs, sensible, not high, protein, moderate fats, very low sugars.
