HIIT Advice?

I just started working HIIT into my routine. I do it on alternating days using an elliptical machine after lifting weights. I typically do 8-9 sets of High and then Low intensity.

To start, I set the resistance to 2 and warm up for one minute. I then try to go High Intensity for 30 seconds with 30 seconds of Low Intensity. I can do this okay for about two sets, but then it starts getting harder to finish the 30 seconds of high intensity. To help, I lower the resistance to 1. This helps me get another set or two out. By the end, I just can not seem to get much longer than 20 seconds of High Intensity.

Should I be resting longer than 30 seconds? Or is 20 seconds of High Intensity enough?

Also, I know the calorie counter on the machine doesn't really matter as it is the post HIIT workout period in which the calories are burned, but how do you know if you've worked hard or long enough to get that post workout benefit?
