Help, I have man boobs!

I've always had an issue with these and theyre not bra-worthy but they're noticeable through a tshirt.

It seems the first and last place for weight gain/loss is around my chest area and I seem to be gaining on my belly and around the hips of all places! All my hormones are fine Ive checked and Im not on any medication or supplements. I'm actually quite lean everywhere except chest, stomach and hips. Any fat I have is around there and the last place I lose it is from chest/hips. I know this is abnormal compared to many guys but theres not much I can do.

WHat I want to know is what type of fat burning workout should I do? I am watching my diet closely but I do eat junk once a week other than that I'm good in the week. Could someone refer me to relevant threads partic. for my body type.

I am doing chest exercises but afraid they will make it worse, I heard decline bench presses are good.
