Having difficulty losing weight

I am 21 years old, 127-128 lbs, 5'4.5 male (164 cm).

Although I'm not overweight, I have very large lovehandles that make my torso look wide. Also, my legs and bum are big. As a result, I look much bigger than I really am, and I'm really self concious about this.

I want to try to lose my love handles, but I'm having difficulty losing weight. Whenever I exercise or reduce my calories, I always get more hungry and end up eating. I usually eat around 1800 calories/day. If I do exercise that burns 400 calories and eat 1800 calories, I just become more hungry and eat 400 calories more than I usually do, so there is no calorie defecit in the end. I do try to eat lots of protein/fibre, but protein does get expensive! And I almost never have sweets, etc (if I do, it is always under 200 calories).

How can I lose weight? What exactly should I be eating?
 
The thing is ... you're going to be hungry if you're used to eating a certain amount and you cut that back. Some of it is real hunger, and some of it is habit or emotional eating or craving.

There's no magic bullet here. You have to eat healthier foods and you have to limit your calories. That's really the only answer.
