Ok so i have lost 14 pounds over the year and i am 14 years old by the way. I am 5 foot 7 inches and i weigh 129 pounds. So i was wondering have i lost enough weight to start working on my abs or should i lose some more belly fat. Because i heard that if your fat and you work on your abs they wont show because theres fat covering it. So can i work on them or do some more running and lose some first. Please and Thank you :)

You can work on them anytime you like; you don't have to wait to lose "belly fat".

Even if they're obscured by fat, they're still there.

You realize that working the abs does nothing in terms of muscle development outside of a caloric surplus, right?

And even if you were in a surplus, it would be stupid to focus solely on the abs.

You should read the stickies.

I would recommend to start working on your muscle now with a mix of cardio.
the workout needs to be very extensive.

to show the abs you will have to get to 1-4% body fat depending on your genes to show the 6 pack

Yea, I don't really get it. You should be resistance training while you're losing fat. READ THE STICKIES!

You don't get to pick and choose where you look good and where you don't, unfortunately. That's genetics. So your best option is to diet the fat off and supplement the diet with resistance training so what's left after a good portion of the soft stuff is off is muscle.

The road you're on now is going to a) lead to some serious body image problems down the road and b) leave you chasing the elusive 6 pack at the expense of looking healthy. Unless, that is, you're going for the anorexic look.

All that said, at your age, you should just sign up for football or something and get active. From what I know of sports in mid and high school now is they do a lot of weight training for prep. I definitely wouldn't worry about dieting at your age.
