Flat versus incline bench press

Should I be pressing the same on an incline as I do on a flat bench press? i find I can usualy only press between 85% & 95% of my max flat on an incline.

Is this normal, or do I need to do more work on the incline?
 
You will be able to lift more on a flat bench than on an incline because incline bench puts more tension on your front delts which are much smaller than you pecs.
