Flabby area under arms (Triceps)

Wanted to ask for a co-worker. She is trying to figure out how to get rid of the "flabby" area underneath her arms. She has been doing arm reps with light weights and noticed that her bicep area is getting really thick with muscle, so that is bothering her also. So she's wondering what she can do in order to get rid of this problem?
 
Firstly, kneel on a pench, back arched, with a light dumbell to start off with. Lay one hand on the bench and the other straight,with the dumbell. Move your arm back as much as you can and when you release, keepyour arm straight. Keep repeating until some pain occurs, thats when you know you're doing it right.
