Fat or excess skin???

I've been working out for about 4 weeks now. I just do some abdominal exercises and some chest exercises using smthng similar to the total gym (no more than 20-25 min per day, 6 days a week). I am more concerned with my stomach right now. Two and a half months ago I weighed close to 187, now I am 162. I have been following some kind of diet, but nothing very strict. For example, I don't eat white bread or sweets. I eat about three or four times a day. In the morning I have cereal (and I mean the healthy ones, not Cocoa Puffs or smthng like that). I eat a 12" Subway, either tuna or turkey for lunch. At dinner I usually eat something small like cereal or a fish fillet with some rice and veggies. I have about 4 fruits per day. I am 21 yrs old. So, what do you think? Is this fat or is this excess skin. I used to do cardio a couple months ago, but unfortunately time does not allow me to continue now... but I guess you can count the fast switching btwn abdominal excersises for at least smthng. Anyway...what do you think. and thanks for reading btw

ok id like to start by saying i think u look pretty good to begin with...but theres always room for improvement, and i think that u can look even hotter :)
to anwser ur question. im not sure. i was pregnant and when my son was born i was left with excess skin because my stomach was so stretched out, however in ur case i dont see why ur stomach would get sooo stretched out that with some excercise u couldnt tone it. so my guess is its more fat than skin.
but now i have a question why are u only doing stomach and chest? you should be doing everything in order to tone up. because theres no such thing as spot reducing!
 
Well, thanks for the replies for both of you. But derwyddon didn't answer my question....Actually I do eat some other things I didn't mention (healthy snacks) so my diet is not in that bad of a condition. But I know I don't exercise much (partly because my time is limited) so therefore I cannot eat whatever I choose all day long....do u get what i mean..
 
You need to find some time for a better diet like mentioned. 3 times a day eating is not enough, and your idea of a healthy snack may not be the same as mine. Fruit doesnt count as snacking, unless you're already eating 5-8 meals per day otherwise. Your breakfast is low in cals and nutrients, the subway is good, but another cereal bowl for dinner? If you're eating a 12" sub then I would imagine your total calories for a day is around 1200-1500, way too low.
