fat loss/tighten area

What is the best way to loose the fat on the lower butt cheek, side hip, top of legs area. I don't know how else to describe it. Like the part where when you set down or lay down, it spread out on your hips/legs. I know diet is key, but what type of cardio/ or weight exercises are the best to lose and tighten. Thanks :)
 
Like many have said you can't spot reduce but rather just eat a good diet.

I checked out the site. Somethings I can't do, I don't belong to the gym. I do most of the others, and I will try the ones I haven't. Thanks so much :D
