developing my achilles tendon

Hi,
I want a more prominent Achilles tendon and skinnier ankles. Is there any way to accomplish this?
 
That has more to do with the amount of fat storage and/or water retention in the local areas.
 
You can't really develop a tendon. They don't get significantly bigger, only stronger. What you can do is enlarge the supporting muscle groups around your legs. This should accomplish your goals. Try complex movements like squats and dead lifts (preferred), calf press, tibialis curl. You will need to go with heavy weight and lower reps. If you can do it safely you may add more reps which will help you grow a bit faster. Kettlebells would be the best exercise, but hardly anyone has access to them.
