defining a lean body

I am a 21 yr old male. I am a competitive rower who lifts regularly. My diet is very balanced and healthy. Question/problem- I want to define ("tone") my muscles more. Everything I read just tells me to loose fat. I don't have any fat. I do not want to gain limp bulky muscle (and that is what it seems like 1.5 yrs of lifting has gotten me). Is toning really a myth? Do high reps define muscle more than low reps? I can't find any information for someone who has no weight to loose!
 
If you are muscular and you have "no fat to lose" then you would be very very "toned" and have veins bulging out everywhere.

If you wanna get toned you gotta lose weight.

Perhaps you could post a pic, there may be a comunication error.
 
okay, I exaggerate-

I have little fat to loose. I will simplify my question- In the past I have done the body for life routine where I lifted 1 set of 12x10x8x6x12x12. But, eventually, I changed, because I heard it was good to mix routines up. I went to lifting 6 days/week and concentrating on different muscle groups. If it is true that low reps (1-5) will gain mass quickly and high reps (15-20) might not gain any mass, what should I do to maximize strength without mass?

I NEVER change my weight when bulking or cutting. I always keep it the same. All you have to do is manipulate your macro breakdown.
