well, do you want more muscle? post some pictures, so we can see how much fat there is. Anyways, if you want to cut to look lean, you are gonna need muscle, and at that weight, if your wondering whether to cut or bulk, i bet you dont have that much muscle. Id bulk if i were you, and then cut afterwards.
You seem to not have much fat on you now, so I would say start bulking. There's tons of info on these forums on how/what to eat and good lifting workouts for bulking. Just remember that if you want to bulk, you should do it for a long time. You can't switch between bulking/cutting every week
