Chest fat: hormonal or just fat?

Hey,

I'm 19 years old and weigh about 175lbs and measure 5'11" or 6' in height. I have never weighed more than 180 lbs. I first noticed this issue when I was 16 weighing 180 lbs. Later on, I dropped 20 pounds and the problem had not changed one bit and here I am, three years after.

So then, to illustrate the whole ordeal, I don't at all look fat but my chest does stick out a little more than it should. I don't have good eating habits but I do exercise some.

I think that by strengthening my upper body and running a lot I should see some changes, but is this type of thing normal? It certainly doesn't feel normal.
