Carb cut, weight gain when reduction is stopped?

I am currently consuming between 50g-100g of carbs. I am quite stationary, as I'm a wheelchair user, apart from doing two 45 moderate cardio sessions a day.

I have read that people who go on Atkins gain weight back when they reintroduce carbs into their bodies. Does this apply to people like me who reduce them to the amount stated, or just those that cut them altogether?

I don't want to be wasting my time and have the weight come back again once I reach my target weight when I up my carbs.
 
The thing about the fAtkins diet is there's no exercise...and you get to eat crap protein like bacon and sausage.

When you intelligently reduce carbs on a cutting cycle, coupled with a good 'rest of your diet' and exercise, you build muscle and burn fat in all the right ways.

Are you able to add some upper body strength training to your routine? I'm not sure what you do for cardio, but some chest, back and shoulder work seems like it'd really benefit you, and help with endurance.
