Calves workout ?

I've always had pretty meaty calves because I was a dancer when I was in highschool. I'm now 21 and my once semi-toned calves have turned into flab. I'm afraid to do workouts for them though because I fear they'll just get bigger. Will toning them make them smaller or bigger?
 
By toning(very bad word to use) do u mean trying to get them bigger and more defined or just loose the fat around them so u can see them again?
 
It's not like i'm fat. The parts of my body are just made up of fat. I don't know if that made sense to you. I just want them to look thin. But i feel like if i work out they'll stay the same size.. but just turn into muscle. I want them to be smaller and muscular
