ive heard you cant turn fat into muscle so what is point of going on a bulk then cutting?

Yes, gaining some fat is expected when training and eating for size but having to spend a couple of months getting rid of that extra fat to see the muscle is no fun.
There's was a good article recently at T-World that went more into this and was pretty good.
