Building and maintaining

How do you build yourself up to a certain level and maintain yourself? I have a guy that lives in my district that has honestly looked more or less the same for going on 3 years now. I'm not sure if he looks the way he does by genetics, or if he works out hard or not.

but he has basically looked the same for 3 years now. He doesn't change, he doesn't get any bigger and doesn't seem to get much smaller either, he basically just stays right where he is.

How could I work my way up to that and basically do the same thing? just maintain it for years? Is weight training necessary for that level of physique, or would bodyweight most likely be the route to go?

I'm skinny, with low body fat as is, and I would probably do a small bulk and add about 10-15 pounds, and then cut back on my bodyfat in the process, but either way, what would be the best route for me to go on heading in that direction?
I also have to be careful and not over-train because I am susceptible to getting tendonitis. So I would like to get myself there without re-injuring myself, but at the same time to keep my joints, tendons, and muscles in shape to where they are less likely to be injured.

Thanks for the help folks!

His physique is quite achievable with bodyweight training, although it's generally easier to build a physique with external loads (weights) than with internal loads (bodyweight). Making use of external loads would also give you more options with exactly what exercises (and variations of exercises) you can do to be friendlier to your tendons.
